Iran’s deputy foreign minister said Iran is in a state of war and that no commercial vessel may transit the Strait of Hormuz without prior coordination with Tehran. He said Iran is seeking to register with the IMO an agreement with Oman on transit routes but that registration would not guarantee the strait’s reopening; reopening depends on the United States fulfilling prior commitments it has suspended.

CPPCC chairman Wang Huning met Vietnam National Assembly chair Tran Thanh Man in Beijing on the 11th. Wang said China will follow top-level strategic guidance, pursue the 'Six More' overall objectives and push high-quality, mutually beneficial cooperation across sectors to deepen China–Vietnam ties. The Chinese People's Political Consultative Conference offered deeper exchanges to support both countries' modernization efforts.
