Guizhou province issued an implementation plan to support the baijiu industry’s
shift from "selling liquor" to "selling lifestyle." The plan directs improved
financial services across the baijiu supply chain — settlement, financing and
treasury solutions — and establishes a green channel for core baijiu firms to
respond promptly to financing requests. It calls to broaden financing channels
for existing operators, permits local financial institutions to issue financial
bonds to raise funds for firms undertaking the business-model shift, and
encourages lenders to support asset monetization via equity or controlling‑stake
acquisition loans.
