The State Administration for Market Regulation (SAMR) published a draft notice
seeking public comment that would link environmental electricity-price payments
to hourly emissions compliance for coal-fired generators. Under the proposal,
grid companies would directly deduct payments for desulfurization,
denitrification, dust removal and ultra-low-emission charges from settlements
for hours when a coal-fired unit’s hourly average SO2, NOx or particulate
concentrations exceed regulatory limits; the rule covers both public and captive
coal-fired units’ output delivered to the grid.
