China's Ministry of Agriculture and Rural Affairs convened a national meeting to
accelerate modernization of the state-farm (agricultural reclamation) system,
directing reclamation areas to serve as demonstration zones and lead basic
agricultural modernization. Priorities are: align with the goal of building a
strong agricultural nation; prioritize large-scale modern agriculture; make
national grain security and stable supply of key agricultural products the core
task; and advance group-based, enterprise-style reform of reclamation-area farms
as the main reform thrust. Implementation will focus on upgrading equipment,
technology, industrial scale and operational management; integrating resource
and asset portfolios and promoting industrial upgrading to strengthen endogenous
capacity and overall competitiveness. The ministry ordered targeted, phased
implementation — including the state-farm modern agriculture 'three major
construction' initiatives and deeper reform plans — with strengthened leadership
and enhanced policy support.
