Shandong provincial government issued implementation opinions to accelerate
high-quality development of the data industry. The plan creates a provincial
data-enterprise incubation pool to regularly admit and nurture firms in six
categories: data resources, data technology, data services, data applications,
data security and data infrastructure. A tiered cultivation program will scale
growth-stage firms and support qualifying companies’ access to regulated
financial services and computing-power assistance. Targets: by 2028 the province
aims for >25,000 data enterprises, more than 70 listed firms and over 500
unicorns and gazelles.
