The State Council General Office issued an opinion containing 20 targeted
measures to strengthen China’s full‑chain safety regulation of fireworks and
firecrackers. Measures require firms to accelerate standard‑compliant upgrades
and mechanization, establish and enforce exit/closure mechanisms to shut
producers that do not meet safety conditions, clarify departmental enforcement
responsibilities, and assign primary liability to internet platforms while
banning individuals from posting fireworks sales online. The opinion also calls
for new supervisory tools to close regulatory gaps and strengthen oversight
across production, distribution and sales.
