French finance minister Roland Lescure said current market turbulence is pushing
political factions to accept the need for fiscal consolidation and expressed
optimism the government’s 2027 budget will pass. He said elevated bond yields
have helped persuade lawmakers to confront fiscal issues, adding that all but
the far left recognise the need for consolidation. The National Assembly begins
review of the 2027 budget this week, but deep parliamentary splits and a
presidential election in about six months make compromise difficult. If the
budget fails, the government can invoke constitutional Article 49.3 to bypass a
vote, at the risk of triggering a no-confidence motion and possible removal; it
can also implement measures by executive decree.
