The Japan Meteorological Agency said at an Oct. 16 afternoon briefing that an
emergency earthquake early warning earlier reporting a magnitude-9.9 quake in
the Kuril Islands was issued in error and later cancelled. The agency said the
incident is unlikely to have been caused by a server attack, currently judges it
was a misjudgment, and is investigating the cause.
