The Jiangsu Electricity Trading Center issued the 2027 Jiangsu Electricity
Retail Market Trading Work Guidelines, formally ending the long-running
fixed-price retail model and moving the market to full wholesale-to-retail price
transmission. The guidelines direct optimization of retail-tariff parameters and
cancel requirements for fixed-price-volume ratios, spot-price-linked volume
ratios and proportion-sharing methods. Retail pricing will be based on wholesale
prices: retail customers and power retailers may agree floating prices and
monthly cost-allocation coefficients tied to wholesale prices, with
differentiation by time-of-use. The change removes the fixed-spread arbitrage
basis for behind-the-meter industrial and commercial energy storage.
