Shanghai Cyberspace Administration and Shanghai Data Bureau issued measures to
facilitate cross-border data flows to support higher-level opening, prioritizing
cross-border data application scenarios for key industries. The policy adopts a
scenario-driven approach to pilot data circulation and reuse mechanisms,
focusing on enterprise global R&D, manufacturing and supply-chain collaboration,
cross-border financial risk control, and biopharma R&D. It calls for classified
guidance on industry-chain coordination projects and key industry applications,
permits enterprises to run controlled pilots to develop scenario-based
cross-border data solutions and promote replication of mature practices, and
proposes pilot programs for anonymized personal-data use in finance, trade and
healthcare.
