The National Energy Administration's comprehensive department has opened public
comment on a draft National Unified Electricity Market Credit Evaluation
Guideline. Under the draft, power trading institutions may grant A-rated
counterparties facilitative treatment for market registration changes,
allocation of agency volumes and provinces served, reduced verification
frequency and relaxed continuous-registration checks, and acceptance of
incomplete submissions. A-rated firms could, as permitted by rules, face lower
performance-guarantee collateral requirements, access expanded forms of
performance guarantees, be prioritized as minimum-guarantee retail suppliers,
and receive selection/reward and recommendation incentives. B-rated firms would
be processed under standard procedures with no incentive measures.
