The People’s Bank of China and other ministries issued Guiding Opinions on
financial support for building international science-and-technology innovation
centers in Beijing (Beijing–Tianjin–Hebei), Shanghai (Yangtze River Delta) and
the Guangdong–Hong Kong–Macao Greater Bay Area. The guidance targets the hubs’
core functions and international positioning and proposes targeted financial
measures to support tech-innovation origination, lead high-end industries and
concentrate top talent. It directs optimization of financial service models and
supporting mechanisms, stronger intra-regional financial coordination via policy
linkage, mutual recognition of standards, information sharing and infrastructure
connectivity, and calls for actively but prudently promoting high-level opening
of tech finance to overseas markets.
