US special envoy Witkoff is traveling to Oslo to meet Ukrainian President
Zelenskiy on Tuesday; Norway’s prime minister and representatives from the E4
group, the EU and NATO are expected to attend. The session aims to coordinate a
comprehensive plan—workshopped over the past week by US, Ukrainian and European
technical teams and building on prior “Shell Bay” talks—to provide a basis for
restarting negotiations with Russia. After Oslo, Witkoff plans to travel to
Russia seeking to present the jointly drafted plan to President Putin.
