A document seen by Refinitiv shows Qatar plans to build two power plants in Lebanon within three years and sign a 20-year LNG supply agreement as part of a proposal to revive Lebanon's struggling power sector. The draft, titled National Integrated Energy Investment Plan, covers gas-fired generation, LNG supply and regasification, renewables, battery storage and regional power interconnection. The plan is designed to attract private capital or project financing without upfront Lebanese public budget outlays; payment obligations and guarantees remain to be negotiated. Lebanon's state utility currently supplies only a few hours of electricity per day, with the balance met by costly private diesel generators. Qatar's prime minister visited last week and pledged support. The blueprint needs approval from both governments and may be revised; if approvals proceed, implementation is expected to take three years.
