PBOC Deputy Governor and SAFE head Zhu Hexin told the 2026 Financial Street Forum fintech conference that during the 15th Five-Year Plan period China will seize the AI opportunity, make financial digitalization and intelligent transformation the policy focus, and actively but prudently deepen AI+ while orderly advancing the release of financial data elements’ value to push fintech into a new intelligent phase. He set four priorities: drive mutual enablement between AI and finance; accelerate monetization and broader use of financial data elements; keep risks controllable by building a security firewall for new-technology applications; and use standards to strengthen compliant innovation in financial technology.
