China’s Ministry of Ecology and Environment (MEE) said at a State Council briefing on Oct. 21 that it is coordinating with other departments to strengthen top-level planning to reduce climate-change risks and damage. The MEE reiterated a dual emphasis on mitigation and adaptation, and said it will bolster climate monitoring, early warning and risk management, raise adaptation capacity in priority sectors, and integrate climate adaptation across economic and social planning while improving protection and health adaptation for vulnerable groups. All 31 provincial-level regions have issued adaptation action plans, and the public health sector has published a National Climate Change Health Adaptation Action Plan. The MEE is drafting reform documents to strengthen coordination and accelerate a full-chain closed loop — observation and forecasting, risk assessment, adaptation actions, outcome feedback and iterative optimization — to advance climate-resilient development and support a climate-adaptive society.
