The General Office of the Communist Party Central Committee and the State
Council Office issued opinions to deepen integration of science-and-technology
and industrial innovation. They call for a strengthened innovation coordination
mechanism that leverages a new-type whole-of-nation system to align strategic
planning, major tasks and policy measures for scientific and industrial
innovation. Policy will prioritise coordination of major policies, engineering
programmes and flagship projects in frontier fields, guided by world science
frontiers, China’s core economic battleground, major national needs and public
health. The document directs tighter policy coordination across technology,
industry, finance, education and talent, and mandates local- and sector-level
monitoring and evaluation of deep integration, with explicit emphasis on using
tech innovation to lead industrial development and raise industry innovation
capacity.
