The Ministry of Industry and Information Technology (MIIT) and eight ministries issued the 15th Five-Year Plan for Enhancing Industrial Foundation Capabilities, calling for cultivation of world‑class enterprises and urging leading firms in foundational industrial sectors to consolidate supply‑chain resources to become world‑class. The plan directs state-owned enterprises to leverage advantages in technology, scale, application scenarios and talent, and to open and share engineering practice, R&D and supply‑chain resources via long-term technical cooperation and joint market expansion to foster a cohort of sectoral leaders.

On the 21st, Ukrainian President Zelenskiy said Russia has agreed to a new US-Ukraine-Russia trilateral meeting. The US has proposed starting talks as soon as possible and Ukraine supports convening in early November or sooner. Zelenskiy said Ukraine backs measures including a comprehensive ceasefire, suspension of strikes on energy infrastructure, humanitarian operations and prisoner exchanges, and will seek de-escalation via diplomacy, but he remained cautious on the talks' prospects.
