The Ministry of Water Resources activated a Level IV flood‑defense emergency response at 12:00 on Oct. 22 for Shanghai, Jiangsu, Zhejiang and Fujian ahead of Typhoon Qiangpi. Qiangpi is forecast to bring a strong rain episode Oct. 23–25 to eastern Jiangnan and eastern Jianghuai, mainly moderate to heavy rain, with parts of Shanghai and eastern Zhejiang liable to heavy to very heavy rain. Coastal and basin water levels are expected to rise in Fujian’s Jiaoxi, Zhejiang’s Feiyun, Oujiang, Jiaojiang, Yaojiang and the Cao’e (a tributary of the Qiantang), Jiangsu’s Lixiahe region, and Taihu and surrounding river networks; some small rivers in Zhejiang’s coastal heavy‑rain areas may exceed warning levels. Hill and mountainous areas face elevated flash‑flood risk. The ministry directed local water authorities and basin managers to intensify monitoring, forecasting and warnings, maintain emergency duty and joint assessment, scientifically operate hydraulic projects, secure reservoirs and works under construction, and strengthen defenses for small‑and‑medium rivers and mountain torrents.
