Libya National Oil Corporation said valves on pipelines from the Hamada and Tahara oilfields to Zawiya port have been closed.

On the 21st, Ukrainian President Zelenskiy said Russia has agreed to a new US-Ukraine-Russia trilateral meeting. The US has proposed starting talks as soon as possible and Ukraine supports convening in early November or sooner. Zelenskiy said Ukraine backs measures including a comprehensive ceasefire, suspension of strikes on energy infrastructure, humanitarian operations and prisoner exchanges, and will seek de-escalation via diplomacy, but he remained cautious on the talks' prospects.
