The State Administration of Foreign Exchange published a draft notice soliciting
comments on further easing cross-border investment and financing procedures.
Proposed measures: allow overseas direct investment registrations to be
processed at locations other than the registrant's domicile; permit portions of
registrations related to loans by domestic banks' offshore units to be handled
directly by the banks; and expand the scope of online processing for
capital-account transactions. The draft is open for public comment.
