Hunan province released its "15th Five-Year" circular-economy development plan, directing an optimized industrial layout and upgrades to designated recycling hubs. It will advance Miluo High-tech Industrial Development Zone and Yongxing Economic Development Zone as two national urban-mine demonstration bases, and upgrade Loudi Economic and Technological Development Zone, Anhua Economic Development Zone and Changning Shuikoushan Economic Development Zone as national bulk solid-waste comprehensive-utilization bases. The plan supports the Changsha–Zhuzhou–Xiangtan metropolitan area in jointly building a circular-economy industrial corridor and promotes cross-city coordination on Changsha construction-equipment remanufacturing, Zhuzhou rail-transport remanufacturing and Xiangtan scrap-steel processing and distribution.
