South Korea’s foreign minister said on the 27th he heard from the US that the
two sides are “gradually reaching consensus through communication on the timing
and specifics” of transferring wartime operational control. Asked whether
conditions for the transfer are in place, he said “the South Korean military
believes conditions are met and is accelerating efforts to reclaim wartime
operational control.” He will visit Atlanta from the 29th to the 2nd of next
month to attend the G20 foreign ministers’ meeting and is coordinating a meeting
with US Secretary of State Rubio. Peacetime operational control has already been
returned to Seoul; wartime OPCON remains with US Forces Korea.
