Ukrainian President Zelenskiy says he is prepared to discuss territorial issues only at the leaders' level.

Russia's Defence Ministry said on Oct. 28 that the Borei-A class strategic nuclear submarine Marshal Suvorov launched a Bulava intercontinental ballistic missile from underwater in the Sea of Okhotsk. The missile's warhead reached the designated target area at the scheduled time. The Marshal Suvorov was built at Sevmash, entered service in Dec. 2022, is assigned to the Pacific Fleet and can carry 16 Bulava ICBMs capable of carrying nuclear warheads.

Federal Reserve Chair Kevin Warsh said the Fed will adjust FOMC meeting arrangements starting next autumn while keeping eight meetings a year. In 2027 the Fed will still hold eight meetings, but one will be a non‑voting session dedicated to policy strategy rather than a vote on the policy rate. In 2028 two of the eight meetings will be strategy sessions without policy‑rate votes; those sessions will not be formal policy decision meetings.
