MOFCOM, the NDRC, the Ministry of Ecology and Environment and CUSTOMS jointly
issued a notice to further liberalize trade in the Hainan Free Trade Port. The
notice permits products manufactured under bonded remanufacturing in Hainan
customs special supervision zones to exit those zones and enter domestic free
trade pilot zones, with import tariffs, import-stage VAT and consumption tax
levied as prescribed. Remanufactured products must meet all technical
requirements applicable to equivalent new products and comply with
remanufacturing rules, and must be prominently labelled 'remanufactured
product'. The notice also calls for accelerated adoption of advanced
remanufacturing processes for electromechanical goods and improvement of bonded
remanufacturing technical standards.
