The NDRC and other ministries issued Guiding Opinions on Strengthening Consumer
Infrastructure and Promoting Healthy Interaction Between Consumption and
Investment, endorsing upgrades to offline retail facilities. Support covers
commercial complexes, shopping centers, department stores and large supermarkets
to renew air conditioning, elevators, heating, refrigeration, power supply,
lighting and security equipment to improve the in‑store experience and
expand/upgrade offline consumption. The guidance promotes multi‑format
integration in commercial streets and complexes, launching an urban commercial
quality improvement action and retail innovation/upgrade projects: optimize
space design, accelerate renovations, update smart equipment, and add cultural,
sports, fitness and entertainment amenities to build
cultural-tourism-sports-commerce mixed formats and expand consumption scenarios.
It also pushes upgrades of older commercial districts toward cultural &
creative, night‑market, trendy retail and immersive-experience formats.
