薩爾瓦多總統布克爾在社交媒體向海地民衆發表聲明稱，薩爾瓦多軍隊及裝備在海地的部署已接近完成，並強調此次行動並非針對海地人民或意圖入侵該國，唯一目標是營救遭幫派綁架的4名薩爾瓦多航空技術人員，並打擊危害海地民衆的武裝幫派。布克爾表示，薩爾瓦多承擔了行動約90%的費用，僅獲得其他國家少量後勤支持，強調不會從行動中獲取經濟利益，任務結束後將撤回全部部隊。據路透社10月29日報道，薩爾瓦多已向海地部署約2000名軍人，預計最終規模不超過2500人。此次行動始於10月18日4名薩爾瓦多人員在太子港附近遭幫派伏擊後失蹤，布克爾隨後宣佈啓動軍事營救行動。
