On Nov. 1 local time, Ukraine’s Ministry of Energy reported Russian strikes on
energy infrastructure caused partial power outages in eight oblasts. Kyiv and
Dnipropetrovsk oblasts were hit worst, with significant damage to energy
facilities and major disruption to power-system operations; the supply situation
is extremely severe. Damage to equipment has constrained delivery of electricity
to end users. Emergency blackouts have been implemented to protect the grid, and
repair and restoration work is ongoing.
