On Nov. 1 local time, the Kyiv city state administration reported Russian
strikes on the capital's energy infrastructure cut power to a water-supply
facility, causing widespread drops in water pressure and risking temporary
outages in some residential buildings. Officials said pressure will gradually
recover after power is restored but full citywide service restoration will take
time. Kyiv's water utility has dispatched technicians to carry out repairs.
