China’s National Development and Reform Commission said it will prioritize basic
research and original innovation during the 15th Five-Year Plan period,
expanding science-and-education infrastructure and national major science
facilities and implementing a package of national technology programs to raise
technology supply quality. The NDRC will optimize national-level innovation
platform layouts for industry-common technologies, create or upgrade national
emerging-industry innovation centers and industrial technology engineering
centers as required, and reinforce firms as the primary innovation actors by
supporting companies to lead national science projects and build innovation
platforms—with special support for enterprise-run basic research platforms. It
will also plan and execute a set of industry innovation projects and apply
extraordinary, full-chain measures to drive decisive breakthroughs on key core
technologies in priority fields.
