He said AI security cannot be solved by any single company, industry or country and urged deepening international cooperation on AI governance within multilateral frameworks, advancing global governance rules, coordinating regulatory frameworks, co-developing safety governance standards, and strengthening cooperation on vulnerability disclosure, risk early warning and incident response to build trust among intelligent systems.
