Iran foreign ministry spokesman Baghaei said Iran approaches any diplomatic process with utmost caution and pronounced pessimism given past U.S. breaches of agreements. He said Iran is not afraid of diplomacy and will use dialogue to safeguard national interests and prevent further deterioration of regional security.

Nov. 2 — The Shanxi Energy Bureau convened a provincial meeting to transmit the Oct. 31 National Energy Administration coal production-and-supply guidance and provincial government directives. Officials ordered strict implementation of the 17-point new coal rules, reiterated the political responsibility to secure energy supply, and directed authorities to push orderly resumption and increase of coal production on a safety-first basis. The bureau instructed scientific production planning to ensure both safety and higher output, tighter enforcement of operator responsibilities, and active coordination with national ministries to accelerate implementation of coal supply measures.

A Qatari foreign ministry spokesperson said the mediation team that traveled to Tehran on Monday evening has returned to Doha and negotiations are ongoing. Efforts to narrow differences continue, and both sides are reviewing proposals put forward by Qatar as mediator.
