Xia Xin, director of the Infrastructure Development Department at the China
State Planner, said during the 15th Five-Year Plan period authorities will
pursue a moderately proactive—not excessively so—infrastructure stance,
accelerating integrated planning to build an advanced, fit-for-purpose,
complete, efficient, safe and green modern infrastructure system. Policy actions
will optimize infrastructure layout and promote integration to boost resilience;
accelerate cross-region and cross-basin corridor construction to widen coverage,
deepen access and improve international connectivity; better coordinate
backbone, regional and last-mile networks to raise overall network efficiency;
digitize and upgrade traditional infrastructure and speed energy-structure
adjustment and the green, low-carbon transition; and strengthen key-sector
safety facilities to improve prevention, rapid response and rapid recovery from
natural disasters, accidents and emergencies.
