China state planner said transport investment will remain sizable during the
15th Five-Year Plan. The authority said it has sped project approvals,
strengthened construction monitoring and efficiently screened projects for
central long-term special government bonds, local government special bonds and
new policy financial instruments to support delivery. It will follow an
“appropriately front‑loaded, not excessively front‑loaded” stance and deploy
stronger, targeted measures to use transport investment to stabilise the
economy, expanding emerging‑area spending while cutting low‑return,
low‑utilisation and duplicative projects and strictly preventing speculative
herding in new fields and business models.
