Five departments issued an Implementation Plan for a Comprehensive Conservation
Strategy to push resource-saving, intensive use of mineral resources and
higher-quality, higher-efficiency use of strategic minerals. The plan tightens
incentives and constraints on key indicators — mining recovery, ore-processing
(beneficiation) recovery and comprehensive utilization rates — and directs
re-evaluation of associated (co‑produced) and low‑grade strategic mineral
deposits, encouraging integrated utilization. Target: raise the comprehensive
utilization rate of major non‑ferrous co‑produced minerals by 2–3 percentage
points by 2030 relative to 2025.
