Five ministries issued an Implementation Plan for a Comprehensive Energy‑Saving
Strategy targeting energy‑ and carbon‑intensive sectors — steel, non‑ferrous
metals, petrochemicals, chemicals and building materials — with sector‑ and
firm‑level tailored retrofits to raise efficiency. The plan mandates
energy‑saving upgrades for existing buildings and scale‑up of ultra‑low‑energy
buildings; promotes energy‑efficient, low‑carbon transport with a directive to
reasonably optimize vehicle energy‑consumption limits and accelerate deployment
of new‑energy heavy trucks and ships powered by green fuels; and calls for
stepped‑up energy‑saving retrofits in public institutions using third‑party
models such as energy‑performance contracting.
