At a Nov. 4 press briefing, China’s Foreign Ministry responded to a Nov. 3 UK National Cyber Security Centre annual report saying China, as a major AI power, is "very likely" to frequently use AI for hacking by 2028 and would represent the UK's most complex, persistent cyber threat. China said it had noted the report and voiced serious concern that the UK was smearing China with speculative claims without evidence. It called AI-related cyber risks a shared global challenge best addressed through new UN rules, accused the UK of politicizing cybersecurity and using hacking allegations to suppress China’s AI development—actions it said would damage bilateral trust and the UK’s credibility in global AI governance. China reiterated that AI development should be upward-looking, open and inclusive, and that security and development must be balanced to ensure AI is safe, reliable and controllable.
