After a review, the State Council decided to amend provisions in 14
administrative regulations and repeal four administrative regulations. It
amended Article 10(1) of the Water Conservation Ordinance to read: "Relevant
State Council departments, according to their division of responsibilities and
based on the national economic and social development plan and the national
water resources strategic plan, shall prepare the national water-saving plan.
Provincial, autonomous region and municipality governments shall, based on
economic and social development needs, water resource conditions and the
national water-saving plan, organize the preparation of water-saving plans for
their administrative regions."
