The National Development and Reform Commission said at a press briefing that autumn grain procurement has started steadily, with deliveries from the Northeast picking up; cumulative purchases nationwide stand at 100 mln tonnes, roughly in line with last year. The NDRC said that with China's grain production capacity rising, annual state procurement is expected to remain above 400 mln tonnes during the 15th Five-Year Plan period.

Ukrainian President ZELENSKIY said he chaired a coordination meeting on regional response to Russian strikes and on restoring energy supply. He said Kyiv is the worst affected, with residents and businesses facing prolonged power and water outages. He attributed the situation to both local failures to implement heating-season preparations and Russian military attacks on Ukraine’s energy infrastructure.
