At the open, the Dow fell 1.0%, the S&P 500 rose 0.28% and the Nasdaq rose 1.2%. Chip names rallied: the Philadelphia Semiconductor Index jumped 5.4%; NVIDIA (NVDA.O) rose 5.0%, AMD (AMD.O) rose 8.0%, Marvell (MRVL.O) rose 7.0%, TSMC (TSM.N) rose 7.0%.

President Xi Jinping met Austrian Chancellor Stoeckl in Beijing. Xi said during China’s 15th Five-Year period Beijing will cultivate emerging industries, upgrade traditional sectors and further open up with a focus on services, calling this “China Opportunity 2.0” and saying it will deliver market and innovation dividends. He said China is willing to deepen practical cooperation with Austria in new energy vehicles, artificial intelligence, the digital economy and green development to help drive trade growth, and to expand people-to-people exchanges and ease travel.
