On Nov 7, Russian Foreign Ministry spokeswoman Zakharova said the Koalicja
multinational exercises due to start in Poland on Nov 9 — timed on the eve of
Abu Dhabi three-way talks between Russia, the US and Ukraine — indicate European
states have nothing to do at the negotiating table. She said Western countries
remain unwilling to address Russian security concerns and are provoking
escalation. Zakharova warned that deploying foreign troops inside Ukraine would
amount to de facto armed intervention and would consciously project additional
security threats at Russia; such deployments are unacceptable to Moscow and, if
made, would become legitimate targets for Russian strikes.
