Iran wants the U.S. to scale back demands in a proposed 15-point plan before
agreeing to talks on a cease-fire, people familiar said. Tehran views
requirements to dismantle most of its nuclear program, curb missiles and end
regional support as excessive. It has ruled out discussing its missile program
at the outset and won’t commit to permanently halting uranium enrichment.
Iran is open to negotiations and may consider limits such as diluting highly
enriched uranium stockpiles, while seeking third-party guarantees against future
attacks by United States and Israel.
