The European Council has reached an agreement on reforms to the EU Customs Code; under this informal agreement, a new processing fee will be levied on every item shipped directly from non-EU countries to EU consumers. Companies that repeatedly violate the rules will be fined at least 1% and up to 6% of the total value of their goods imported into the EU in the preceding 12 months.
