According to Al Jazeera: Iranian sources say Washington, in its proposal, demanded uranium enriched to 60%. Washington refused to transfer highly enriched uranium to Russia and proposed transferring it to a third country. Iran refused to transfer the uranium abroad but is prepared to dilute it under the supervision of the International Atomic Energy Agency. Iran is prepared to dilute the highly enriched uranium to levels of 3.7% and 20%.
