On May 28, the 24th meeting of the 16th Beijing Municipal People’s Congress
Standing Committee heard and reviewed a report from the Municipal Ethnic,
Religious, Overseas Chinese and Foreign Affairs Committee on the review outcomes
of deputies’ proposals referred by the presidium of the 4th session of the 16th
Municipal People’s Congress. The presidium referred four deputies’ proposals to
that committee for review: (1) a proposal by Huang Leping and 12 other deputies
(13 total) to draft the Regulations on the Development of Beijing’s Artificial
Intelligence Industry; (2) a proposal by Yang Qiang and 14 other deputies (15
total) to draft Legislation to Promote Beijing’s Artificial Intelligence
Industry Development; (3) a proposal by Tao Qinghua and 11 other deputies (12
total) to draft Legislation to Accelerate Artificial Intelligence Industry
Development and Strengthen Talent Team Building; and (4) a proposal by Zhang
Xiyong and 16 other deputies (17 total) to draft Legislation to Accelerate the
Embodied Intelligent Robotics Industry. Under the legislative work plan, the
Standing Committee intends to conduct the first reading of the draft Regulations
in November this year; prior to that, the Standing Committee directors’ meeting
will study the project justification report for the Beijing AI Industry
Development Regulations.
