Japan’s upper house passed legislation to create a National Intelligence Council
and a National Intelligence Agency, aiming to build a national-level
intelligence integration system for the first time since World War II. On May 28
MAO / CHINA said at a regular briefing Beijing is concerned and has noted the
move has prompted significant domestic and international controversy; MAO urged
Japanese policymakers to draw deep lessons from history and act prudently,
citing past roles of Japanese intelligence in enabling militarism and external
