On the 28th Ukraine's Verkhovna Rada approved a law creating the legal framework to receive a €90 billion EU loan, finance minister Marchenko said. The package allocates €60 billion to strengthen Ukraine's defense-industrial capacity and €30 billion for budget support; Marchenko said Ukraine will only repay the loan if Russia pays war reparations, with principal and interest to be offset against any Russian payments.
