China's State Administration for Market Regulation (SAMR) and National Development and Reform Commission (NDRC) jointly issued the 2026 Guideline on AI Metrology System and Capability Building, outlining a six-part framework covering basic support, general and core technologies, metrology technical standards, the metrology services industry and intelligence-enabled metrology to link lab innovation with industry deployment. The Guideline prioritizes reducing measurement uncertainty and improving AI trustworthiness, targeting algorithmic black boxes and weak decision explainability by directing R&D into internal-state monitoring and representation of AI systems and promoting metrology standards to make AI performance measurable, comparable and traceable.
