China's State Council issued the Urban Renewal "15th Five-Year" Plan, calling
for a steady push to redevelop urban villages. Redevelopment methods will
include demolition-and-rebuild, rehabilitation/upgrading, and mixed approaches,
with priority for villages with urgent resident needs and elevated urban-safety
or social-governance risks. The plan requires strict implementation of "one
project, two plans," ensuring expropriation/demolition compensation is in place
and project financing is balanced. It also tightens planning, design and
construction management of resettlement housing to secure reasonable schedules
and build quality.
