China's State Council issued the Urban Renewal 15th Five-Year Plan, directing
efforts to promote city specialization, implement major regional strategies, and
modernize governance in super- and mega-cities. The plan advocates a coordinated
development pattern across large, medium and small cities anchored on city
clusters and metropolitan areas; it emphasizes urban–rural integration by
expanding livable county seats, conducting county-level diagnostics, developing
small towns according to local conditions, strengthening border-town
construction, and extending urban infrastructure and public services into rural
areas.
